Dear Chairman Price,
As the House develops legislation to replace the “Affordable Care Act” (ACA), Virginians for Quality Healthcare
urges that utmost consideration be given to a plan that upholds the principles of free enterprise, protects Americans’
healthcare freedom of choice, limits government’s interference in this most personal matter, and vastly reduces
government spending on healthcare.
We believe ﬁrmly that government healthcare mandates are harmful. Instead, government should promote com-
petition in a free market to drive down the costs of healthcare while increasing patients’ access to quality health
We recognize that a safety net may be needed for the most-vulnerable citizens, but the current Medicaid pro-
gram is a failure while being unaffordable for America. We support Medicaid reform such as block grants to states.
Capping the grants would incentivize states to run their programs efﬁciently and focus on the most vulnerable
Americans. We also support measures that promote personal responsibility among able-bodied adult beneﬁciaries.
Further expansion of Medicaid allowed by the ACA must be halted.
The ACA’s insurance regulations, as well as additional regulations issued by the Department of Health and Hu-
man Services (HHS) and the Centers for Medicare and Medicaid Services, are oppressive and costly to implement.
If deregulation cannot be accomplished through the reconciliation process, then it must be taken up as a matter of
urgency in new legislation with bipartisan support. Ideally, you will be able to roll back many of those regulations as
soon as you are sworn in as Secretary of HHS.
Virginians for Quality Healthcare is deeply grateful to you for leading the charge to ﬁnd a better way for health-
care, and we are eager to do what we can to help you and the incoming Administration make America’s health
